This series consists of a photocopy of a report of the Trustees to the Governor in 1855. Building of the hospital had to be suspended because of insufficient funds. The act establishing the hospital specified the style of workmanship, the kind and quality of materials, and a capacity for two hundred patients. It limited costs of land and improvements to one hundred thousand dollars, "unless otherwise ordered" and indicated that provisions would be made by the state for the erection and completion of buildings "from time to time." Having warned the legislature in their former report of insufficient funds, the Trustees do not doubt that "the implied . . . faith of the legislature establishing the Institution would be carried out by subsequent legislatures, in making the necessary appropriations . . . ."
